What ITSM hopes to achieve

Per the Master Research Plan: ITSM is a research-stage layered effective framework — not a finished theory of everything. Turn a clear physical identity into mechanisms that earn predictions gate by gate. Untested routes stay Open; only proven-false packaging is hard-banned.

Physical proposition

The observable vacuum is treated as an active finite-density condensate (a plenum) whose low-energy excitations, global circulation and winding, compact flat topology (especially \(T^3\) or twisted flat spaces), and exchanges with matter and a reservoir may have gravitational consequences.

That is an identity statement. Whether it becomes a competitive multi-scale cosmology depends on closed field-sector gates — not on packaging alone.

Relative to standard frameworks

ΛCDM / particle DM Prefer continuous plenum / wake response over collisionless halo particles as the first account of galactic “missing mass.” Cosmology still needs a consistent excitation budget for BBN, expansion history, and structure — not pure baryons alone.

Founding pillars (keep the intuition)

The blocks that allowed the project to begin remain identity core (Master Plan §2.2). Recovery demotes false packaging, not the blocks themselves. Formal homes name where rigor lives — they do not mean “park until UVIR finishes.”

AQUAL-class IR (§6): deep-MOND structure \(g_P=C_{\mathrm{obs}}\sqrt{a_0 g_N}\) is a Conditional IR baseline for honest fits; \(C_{\mathrm{obs}}\simeq 1\) is the default empirical hypothesis until MAT-001 computes otherwise. Do not replace the whole identity stack with pure MOND packaging.

What success would look like

Full multi-tension ΛCDM replacement without closed gates is not a live claim.

What the programme is not (live)

Phenomenological allowance remains: \(a_0 \equiv cH_0/2\pi\) only as a named present-epoch scale-matching postulate, not as circulation quantization.
